A way to solidify loose pebble flooring

I have a backyard done with loose pebbles, alternating with solid blocks. Trouble is, I want to place furniture there but can't because the pebbles are loose so chair legs are not stable. Is there a clear substance I can buy, like a resin or silicon, which I can apply/pour between the pebbles so that it forms a hard level surface? Really want to make this a DIY project but don't know what will work. Appreciate your advice!
