This is a fascinating article and I look forward to the next one. I didn't realise that countries were so late to get on board with regulating building practices. For example in Spain it was implemented just 14 years ago. One thing to note is that here in Spain so many buildings are blocks of flats it's hard to make big differences, for example to the outside of your home, you can change the windows but here people still install sliding windows which don't fit properly and neither keep the heat out in the summer or in come the winter!
