Do espaliers do better if the limbs are horizontal?

I have an espaliered heritage apple, a clone that my grandfather invented. I keeps sending up branchlets that shoot up vertically and I'm never sure whether to cut them off or let them reach the next wire, then train them horizontally. Any ideas?

    Espaliered apple trees do tend to send out vertical shoots, which I like to attach to the support of the branch above. I then prune the tip off to promote growth within the main branches. The more that you prune the tips off of the shoots, the fatter the original branches will become and energy will be directed towards fruit production.
