Dust like particles on Vinyl Flooring

Hi i noticed these dust like particles on my vinyl flooring, near the skirting area today. Found them yesterday but it re-appeared again today. Any idea what it could be?

    Was it like this in the beginning or after installation? This could be the dirt trapped in between the spaces before the top protective layer was placed, or it could be that the top layer has worn out and is now just on its base layer.     Thanks for your reply. This was after installation. I’m guessing it could be a moisture issue especially during these rainy days (it reappeared after almost a year).
