It might be thyme. Certain varieties form lovely little low growing clumps that will possibly flower (once again depending on variety) and they also come in wonderful colors like the chartreuse or green you are seeing here-I have a gray varietal myself. Best part? No mowing!

I like large, abstract, colorful art placed at the top of stairs above narrow windows. https://www.houzz.com/photos/94th-street-townhouse-modern-staircase-new-york-phvw-vp~1326739 I like a small terrace to look good from the inside. Not too much furniture. Not too many plants to care for. A small round, wrought iron table + 2 chairs. A large urn in the center of the table with or without a hardy plant will be fine.

It's real. Here is the before photo... Shoot was for a furniture gallery / designer so they wanted it to pop. I proposed blowing the windows out to make them white but they wanted a dramatic view. Went through about 10 different window views before the client decided on this one.
