Pebble shower floor issues

I have a shower floor with pebble stones with the grout coming off and the rocks themselves chipping off. It's about 7 years old and I have remove/re-grouted the area a couple years ago but with the rocks chipping off, it's time to think of another solution. The pebbles are on a Wedi/kerdi boards and I don't want to ripe out everything just to remove these pebbles stones.

Any ideas to either seal it better or replace these pebble tiles?

    wedi pans (or any foam tray w similar density) and "rounded" rock can have point load issues especially high foot traffic areas. As an installer i would have refused to install A. Foam pan, B. foam and rounded rock C. River rock period :)
