How to fill up sunken bath/shower?

Hi, there is a sunken bath/shower in the toilet. It has 2 steps. Old age so afraid of tripping.
a) Can the sunken bath/shower be filled up/level up ?
b) What methods to use ? What materials to use to fill up ? Cement ?
c) The unit is a condo, so afraid of laden weight concerns. Need professional engineer to check ? Need to seek MCST approval ?
