What kind of gravel it is? Is there anything on top of it to prevent it from moving?

Its 3/8โ€ angular gravel, Palm Springs is a name for it here. Tan.

its on Class II road base, then asphalt, then liquid asphalt is sprayed and more gravel poured on top. Then another coat of liquid asphalt and a final gravel layer. Itโ€˜s fire truck rated at that point. 80,000 pound truck can drive on it worhout deflection.

its called double chipseal. Look that term up for more.
