Shouldn't the fish have shelter from predators and weather?

Yes, and they do in a couple of ways in this photo, you just can’t see them. First, there is a motion detector that turns on a sprinkler system when activated. It has been successful in deterring raccoons and herons. Second, the pond is deeper than it looks with underwater ledges to hide under as well as the steppingstones across the pond.

Because of the depth, the pond has not completely frozen over. The Koi go into hibernation, not eating much at all until spring.
