Bottom of fence is to be solid with weep holes of some type to allow water to escape downhill. May be cement, stone, stucco as long as sturdy and solid. Should be anchored into ground for stability. Approximately 1’ 6” high from ground. Anchored into bottom will be 6’ wrought aluminum fence with puppy bars, painted black.
