What wall damp is this?

Hello,

I got to fix this on this weekend!

Anyone had an idea of what damp is this? (Condensation, wall damp or rising damp?)

This on my 2nd floor room attached to a neighbor house. No pipe or bathroom is located in between and only wall sealed wire conduits. When I open the power plug, tiny droplets of water is observed.

I think if you select a wall color that is too well coordinated to the tile, it will only bring out the vibrant pattern in the tile. So pick colors you like.
